Position Summary
Under the general direction of the Supervisor of Enforcement Services, the Animal Control Officer enforces municipal by-laws regarding Animal Control Services. This position performs custodial and regulatory work, which involves receiving and investigation of complaints from the public, internal sources and taking legal action when required. Where issues or infractions are found, the Animal Control Officer takes the necessary action to ensure the issues are resolved.
Duties
• Conducts and oversees complex sensitive and confidential investigations relating to City of Timmins By-laws and Provincial statues.
• Drafts investigation plans for consultation and early identification of issues by assessing the scope and determining the methodology and techniques required to carry out a thorough, objective and effective investigation with a focus on rigorous fact-finding, fairness, timelines and attention to detail.
• Analyzes all evidence and findings collected during an investigation, recommends appropriate steps after the investigation; including identification and analysis of any legal/regulatory issues and identifies potential investigative barriers and recommends solutions.
• Writes detailed, high-quality reports and correspondence setting out facts of a case objectively and accurately and in appropriate detail, followed by a well-reasoned analysis and objective assessment of the evidence.
• Appears in court as an expert municipal witness to present testimony and evidence.
• Provides humane and skilled capture, handling and restraint of domestic, exotic and wild animals, transports animals safely to shelters or other locations, including sick and injured animals, and animals that present a risk to public safety.
• Participates in the delivery of public education programs and animal services events.
• Promotes responsible pet ownership through the delivery of animal services programs.
• Issues Orders to Comply, Part I and Part III of the Provincial Offences Act for noncompliance, of City By-laws.
• Understands and follows all Provincial legislation regarding enforcement and can direct the public to the proper agency if beyond Department’s scope (PAWS).
• Provides advice and assistance to agencies (Timmins Police Service, Timmins Fire Department, Northeastern Health Unit) regarding animal by-law matters.
• Required to participate in an on-call rotation.
Qualifications
• Grade twelve plus a two-year Community College Certificate in Police Foundation, Law and Security Administration.
• Veterinary Technician and Ontario Animal Control Officer training preferred.
• Two year’s previous experience preferred.
• Must be able to analyze a situation quickly and use good, sound judgment.
• Demonstrated computer skills in Microsoft Word and Excel
• Excellent verbal and written communication skills required.
• Fluency in English required and ability to communicate verbally in any additional languages relevant to our municipality an asset.
• Required to obtain Use of Force certification.
• Required to wear a ballistic vest and a baton.
• Valid Ontario Driver’s Licence required.
• Clear Driver’s Abstract required.
• Current WHMIS certificate required.
• Current and clear Criminal Record Check required.
